The Department of Education’s 2026 Brigada Eskwela Implementing Guidelines highlight the government’s commitment to ensuring that schools are fully prepared for the opening of classes through collective community action. Anchored on the theme “Bayanihan sa Paaralan: Nagkakaisa para sa Kaayusan at Kaalaman,” the program emphasizes not only school cleanliness and infrastructure improvement but also literacy development, learner safety, and stakeholder participation. Central to the implementation of Brigada Eskwela are Annexes A, B, C, and D, which serve as vital tools in organizing, monitoring, and documenting school preparedness activities nationwide.
Annex A, known as the School Preparedness Checklist, plays a crucial role in assessing the readiness of schools before the opening of classes. It provides a comprehensive guide for evaluating facilities, learning resources, health and safety measures, disaster preparedness, and learner support systems. Through this checklist, school heads and stakeholders can identify areas that are fully prepared, partially prepared, or not prepared, allowing them to prioritize repairs, mobilize resources, and implement necessary interventions. This annex promotes accountability, evidence-based planning, and safer learning environments for both learners and teachers.
Meanwhile, Annex B serves as the proposed program of activities for the nationwide Brigada Eskwela kick-off program. It standardizes the conduct of activities across regions and schools, ensuring coordinated implementation throughout the country. The program includes advocacy campaigns, tree planting activities, volunteer work, storytelling sessions, school monitoring, and stakeholder dialogues that strengthen community involvement and encourage volunteerism. By providing a clear operational framework, Annex B helps schools effectively organize activities that support school preparedness while reinforcing the spirit of bayanihan and shared responsibility in education.
On the other hand, Annexes C and D focus on financial transparency and property accountability. Annex C, the Inventory Custodian Slip, is used to document donated items valued below ₱50,000, while Annex D, the Property Acknowledgment Receipt, is intended for donated properties worth ₱50,000 and above. These forms ensure that all donations received during Brigada Eskwela are properly recorded, monitored, and accounted for in compliance with government auditing and accounting rules. Together, these annexes strengthen transparency, prevent misuse of resources, and establish clear responsibility over donated school properties. Ultimately, Annexes A, B, C, and D collectively ensure that Brigada Eskwela remains organized, transparent, participatory, and responsive to the needs of schools and learners nationwide.
