BARMM Approves P40,000 One-Time SAM Incentive for Government Employees

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has authorized the grant of a one-time Special Appreciation and Merit (SAM) incentive amounting to up to P40,000 for qualified government employees, following the issuance of Administrative Order No. 3, Series of 2025. The order was signed by Chief Minister Abdulraof A. Macacua and covers civilian personnel serving in ministries, offices, and agencies under the Bangsamoro regional government.

The SAM incentive is intended to recognize the dedication, performance, and service of BARMM employees for Fiscal Year 2025. According to the administrative order, the incentive will be given as a uniform, one-time grant, subject to the availability of funds and existing government accounting and auditing rules. The measure forms part of the regional government’s broader efforts to promote employee morale and acknowledge the contributions of its workforce in delivering public services across the Bangsamoro region.

Implementation of the incentive will be overseen by the Ministry of Finance, Budget and Management, in coordination with concerned ministries and offices, which are expected to issue detailed guidelines on eligibility and disbursement. The BARMM government emphasized that the release of the SAM incentive should be conducted in a timely, orderly, and transparent manner to ensure that all qualified personnel receive the benefit in accordance with the provisions of the administrative order.
