Manila, Philippines — The Department of Budget and Management (DBM) has issued Budget Circular No. 2024-3, amending Section 6.1 of Budget Circular No. 2016-4 to facilitate the earlier release of the year-end bonus (YEB) and cash gift for qualified government personnel.
Under the new circular, the year-end bonus is equivalent to one (1) month basic pay as of October 31, while the cash gift amounts to ₱5,000. Both benefits must now be released together with the first agency payroll for November of the current year.
Addressing Delays in Bonus Distribution
In previous years, the release of bonuses often occurred in mid- or late November, occasionally spilling over into December. DBM Secretary Amenah F. Pangandaman said the amendment aims to streamline payment schedules and boost employee morale, recognizing the financial planning needs of public servants ahead of the holiday season.
“The timely distribution of year-end benefits not only fulfills our commitment to the welfare of government workers but also strengthens their motivation to continue delivering quality public service,” Pangandaman noted in the DBM statement.
