PBB 2023: Status of Submission of Form 1.0 per Region

The processing of the 2023 Performance-Based Bonus (PBB) for Department of Education (DepEd) personnel continues to move forward, with varying progress across regions in the submission of Form 1.0, a key requirement for validation by the Department of Budget and Management (DBM).

According to Benjo Basas, Chairperson of the Teachers’ Dignity Coalition (TDC), as of October 28, 2025, only two regions—the Cordillera Administrative Region (CAR) and Region IX (Zamboanga Peninsula)—have successfully submitted and had their Form 1.0 endorsed to the AO25 Secretariat/DBM last October 27, 2025.

Returned by DepEd Central Office for Correction

The DepEd Central Office (CO) has returned the submissions of seven regions to their respective Regional Offices (ROs) for correction and compliance with required standards:

• Region IV-A (CALABARZON)
• Region V (Bicol Region)
• Region VI (Western Visayas)
• Region VII (Central Visayas)
• Region X (Northern Mindanao)
• Region XII (SOCCSKSARGEN)
• Region XIII (Caraga)

For Review by DepEd Central Office

Meanwhile, three regions are now under review by the DepEd Central Office:

• National Capital Region (NCR)
• Region IV-B (MIMAROPA)
• Region I (Ilocos Region)

No Submission Yet

As of the latest update, four regions have yet to submit their Form 1.0:

• Region II (Cagayan Valley)
• Region III (Central Luzon)
• Region VIII (Eastern Visayas)
• Region XI (Davao Region)

Once all submissions are validated and cleared by the DepEd Central Office, they will be endorsed to the DBM Central Office for review and eventual forwarding to the DBM Regional Offices for funding and release of the PBB.

The TDC, led by Basas, continues to closely monitor the progress of submissions and encourages regional offices to expedite compliance so that teachers and education personnel nationwide can finally receive their long-awaited 2023 PBB.
