A Special Non-Working Day on 31 October 2025 (Proclamation No. 727)


On 30 October 2024, President Ferdinand R. Marcos Jr. signed Proclamation No. 727, which declares the schedule of national holidays—including regular holidays and special (non-working) days—for the year 2025 in the Philippines. 

One of the key points of the proclamation: Friday, 31 October 2025, is designated as an “additional special (non-working) day” nationwide in observance of the eve of All Saints’ Day. 

What This Means

A “special (non-working) day” means that work is generally suspended for most employees, though pay rules differ from “regular” holidays. 

Because the special non-working day falls on a Friday (31 October), it effectively serves as a long weekend leading into All Saints’ Day (1 November). The government’s stated aim includes strengthening family ties and promoting domestic tourism. 

Employers and workers should take note of labor rules in regard to holiday pay and work on that day (if required). The proclamation directs the Department of Labor and Employment (DOLE) to promulgate guidelines. 

Why It Was Declared

The proclamation explains several reasons for including 31 October as an additional non-working day:

The observance of Holy Week (Black Saturday) and other religious commemorations have traditionally been given special non-working day status. 

In the case of 31 October 2025, the proclamation notes that adding the day will help strengthen family time in connection with All Saints’ Day and All Souls’ Day, and also align with promoting more domestic travel and tourism.
