DepEd urged to release the guidelines on the grant of service credits for extended work for SY 2020-2021


Three weeks after the dialogue with the Department of Education (DepEd) and the Civil Service Commission (CSC), and four days since the school year has ended, the Alliance of Concerned Teachers (ACT) wrote a letter to DepEd demanding the urgent release of the guidelines on the grant of service credits to compensate for the extended work rendered by public school teachers for school year 2020-2021, which Usec. Jesus Mateo has committed to release per a dialogue with ACT last 24 June 2021.

“Time is of the essence when it comes to salary and benefits, especially now that we are in the middle of a pandemic. We clearly remember Sec. Briones claiming that the release of benefits is always timely but the school year that forced us to render over two months-worth of overtime is already over, and we still haven’t gotten our OT pay and the promised service credits; nor have they released the guidelines for these,” said ACT Secretary General Raymond Basilio.

In a letter sent to DepEd, ACT also inquired on the status of the agency’s promise to request funds from the Department of Budget and Management (DBM) to pay for the 25% overtime premium of public school teachers.

“Our public school teachers are tired and penniless, all for the sake of education continuity. Why is it that when it comes to teachers’ salaries and benefits, the government is always complacent? The school year may have officially ended, but our demand for a fair and sufficient compensation is not yet over,” said Basilio.

Basilio furthered that in the middle of a health and economic crisis, the need for ample compensation ‘becomes more urgent by the day’ and that the issuance of the guidelines for the grant of service credits should be made with a ‘sense of urgency’ and at the ‘soonest time possible.’

“Napakaraming pangako na rin ang napako ng DepEd. Huwag sanang patunayan ng DepEd na hanggang salita lang sila at palaging kulang na kulang sa gawa,” dared Basilio.

Basilio concluded that teachers’ demand for service credits and 25% overtime pay is provided by law, per section 9 of CSCS memorandum circular No. 41 s. 1998 and the Labor Code of the Philippines.
