FY 2024 PBB: Summary of Eligibility, Length of Service, and Rates

The Fiscal Year (FY) 2024 Performance-Based Bonus (PBB) has been approved following the issuance of Executive Order No. 61 TWG Resolution No. 2026-1 and Memorandum Circular No. 2026-1. The guidelines provide the coverage, eligibility rules, length of service requirements, and applicable PBB rates for qualified government agencies and personnel.

Who Are Eligible?

The FY 2024 PBB covers government agencies such as National Government Agencies (NGAs), Other Executive Offices (OEOs), State Universities and Colleges (SUCs), Government-Owned or -Controlled Corporations (GOCCs), Local Water Districts (LWDs), Local Government Units (LGUs), Congress, Judiciary, Constitutional Commissions, the Commission on Human Rights, and the Office of the Ombudsman.

Only personnel whose compensation is funded under the Personnel Services (PS) allocation are covered. This includes employees holding regular, contractual, and casual positions.

For an agency to be eligible, it must attain an overall score of at least 70 points based on the following accountability areas:

  • Performance Results
  • Process Results
  • Financial Results
  • Citizen/Client Satisfaction Results

Eligible delivery units shall receive the FY 2024 PBB at uniform rates across the agency. First-, second-, and third-level employees must also obtain at least a Very Satisfactory performance rating based on the agency’s approved performance management system.

If an agency receives a rating lower than 4 in any eligibility criterion, the responsible unit or individual, including the head of the unit, may be excluded from the grant of the FY 2024 PBB.

Length of Service and Percentage of PBB

An official or employee who rendered at least nine (9) months of service during FY 2024 and obtained at least a Very Satisfactory rating may be eligible for the full grant of the PBB.

Employees who rendered less than nine (9) months but at least three (3) months of government service may still be eligible on a pro-rated basis, provided that they meet the required performance rating.

Valid reasons for pro-rated PBB may include new hiring, retirement, resignation, approved leave, maternity or paternity leave, study leave, sabbatical leave, and other service interruptions not due to disciplinary action.

Rates of PBB an Agency Is Eligible For

The total agency score will determine the PBB rate. The maximum rate is 65% of the Monthly Basic Salary (MBS) of the individual as of December 31, 2024.

If the total score is not a whole number, it shall be rounded down to determine the applicable PBB rate. An eligible agency that fails to submit all reportorial requirements on time may also have its PBB rate reduced by 5%.
