GUIDELINES ON ENSURING A SAFE AND MOTIVATING LEARNING ENVIRONMENT
The Department of Education (DepEd), through DepEd Order No. 006, s. 2026, reaffirms its commitment to safeguarding the rights, well-being, and holistic development of all learners by establishing comprehensive guidelines for a safe and motivating learning environment. This policy underscores the vital role of schools as nurturing spaces where learners can thrive academically, socially, and emotionally.
Central to the Order is the recognition that a positive learning environment is built on shared responsibility. DepEd adopts a whole-of-society approach, engaging not only school personnel but also parents, local government units, and community stakeholders in promoting learner protection and well-being. Through this collaborative effort, schools are better equipped to prevent and respond to incidents that may hinder learning, including bullying, violence, and other forms of misconduct.
The guidelines institutionalize key mechanisms such as the establishment of Child Protection Committees, the implementation of Learner Handbooks and Codes of Conduct, and the enforcement of school-based anti-bullying policies aligned with existing laws. Preventive measures are emphasized through education and awareness programs, while clear response protocols ensure timely reporting, proper documentation, and appropriate interventions for all reported incidents.
In addition, the Order introduces strengthened safety measures within school premises. These include regulated visitor access, routine inspections for prohibited items, and the installation of security systems where feasible. Notably, the policy also addresses the responsible use of technology by prohibiting the use of portable electronic devices during instructional hours, except in cases that support academic purposes or emergency situations.
The framework further highlights the importance of learner support systems. Schools are encouraged to provide counseling services, mental health interventions, and psychosocial support to both victims and those involved in disciplinary cases. This balanced approach ensures that discipline remains constructive, respectful of learners’ rights, and focused on personal growth and accountability.
DepEd Order No. 006, s. 2026 serves as a unified and responsive policy that strengthens existing child protection initiatives while promoting a culture of respect, safety, and inclusivity in all schools. Through its effective implementation, DepEd envisions learning environments where every learner feels secure, valued, and empowered to reach their full potential.
