DBM Issues Guidelines on Grant of Service Recognition Incentive for FY 2025

The Department of Budget and Management (DBM) has issued Budget Circular No. 2025-3, dated December 15, titled “Guidelines on the Grant of Service Recognition Incentive to Government Employees for FY 2025.” The circular provides the implementing rules for the grant and funding of the Service Recognition Incentive (SRI) to eligible government personnel for Fiscal Year 2025.

The issuance operationalizes Administrative Order No. 40, series of 2025, which authorizes the provision of the SRI as a form of recognition for the dedication, commitment, and contributions of government employees in the delivery of public service.
