SDOs with SARO for 2023 PBB as of November 24, 2025

The Department of Budget and Management (DBM) has officially issued the Special Allotment Release Order (SARO) for the payment of the Performance-Based Bonus (PBB) for Fiscal Year 2023 to selected Schools Division Offices (SDOs) under the Department of Education (DepEd). This development marks a significant step toward the long-awaited release of PBB incentives for eligible DepEd teaching and non-teaching personnel.

What the SARO Release Means

The issuance of the SARO confirms that the DBM has approved and allocated the necessary funds for the 2023 PBB of personnel in the identified SDOs. With the SARO now released, the next steps include the issuance of the Notice of Cash Allocation (NCA), payroll preparation and processing, and, ultimately, the crediting of benefits to qualified employees.

This progress brings welcome news to educators who have been eagerly waiting for updates on the PBB—an incentive granted to government workers who meet performance standards under the Performance-Based Incentive System (PBIS).
