ROs with SARO for the Payment of 2023 PBB (As of November 19, 2025)

The Department of Education (DepEd) is steadily advancing the processing of the 2023 Performance-Based Bonus (PBB) for both teaching and non-teaching personnel, as the submission and validation of Form 1.0 continue to progress across its regional offices.

Form 1.0 serves as a key requirement in determining the eligibility of employees for the PBB—an annual incentive granted to government personnel who successfully meet the standards set under the Results-Based Performance Management System (RPMS). Each regional office is tasked with preparing, consolidating, and submitting the necessary documents, which then undergo a series of evaluations at multiple levels to ensure accuracy and compliance.

As of the latest updates, here is status of all regional offices with regard to the submission of Form 1.0 and the release of SARO for the payment of 2023 PBB.

Regions with Special Allotment Release Orders (SARO):

• Cordillera Administrative Region (CAR)
• Region VI – Western Visayas
• Region VII – Central Visayas
• Region VIII – Eastern Visayas
• Region IX – Zamboanga Peninsula

The release of SAROs marks a significant step toward the distribution of the 2023 PBB, signaling that these regions are now cleared to proceed with the succeeding processes required for fund utilization and eventual payout.

DepEd continues to coordinate closely with oversight agencies to ensure the timely and accurate processing of all remaining requirements, aiming to deliver the incentive to all eligible personnel as soon as possible.
