Two Provinces to Observe Special Non-Working Holidays on November 4, 2025

Two provinces in the country—Bohol and Quezon—will observe special non-working holidays on Tuesday, November 4, 2025, to commemorate the lives and legacies of two prominent Filipino figures: President Carlos P. Garcia and Apolinario “Hermano Pule” Dela Cruz.

Bohol: Honoring President Carlos P. Garcia

Under Republic Act No. 7448, November 4 of every year is declared a special non-working holiday in the Province of Bohol to commemorate the birth anniversary of President Carlos P. Garcia, the 8th President of the Philippines.

Born in Talibon, Bohol in 1896, President Garcia is best remembered for his “Filipino First Policy,” which emphasized economic nationalism and prioritizing Filipino interests in trade and industry. His administration championed self-reliance, cultural integrity, and patriotism, values that continue to resonate with the Boholano community today.

Each year, Bohol celebrates the day with ceremonial wreath-laying, cultural presentations, and educational activities highlighting Garcia’s life and contributions to Philippine nationhood.

Quezon Province: Remembering Apolinario “Hermano Pule” Dela Cruz

Meanwhile, through Proclamation No. 1051, s. 2025, President Ferdinand R. Marcos Jr. declared November 4, 2025 (Tuesday) as a special non-working holiday in the Province of Quezon to honor Apolinario Dela Cruz, better known as “Hermano Pule.”

Every year, the people of Quezon mark Hermano Pule Day with commemorative rites, historical reenactments, and local tributes celebrating his role as a symbol of faith, equality, and Filipino resilience.
