Based on the assessment, DepEd earned a total of 80 points under Section 4.0 of AO25 Memorandum Circular No. 2023-1, thereby qualifying the Department for the FY 2023 PBB. The grant, however, is subject to the isolation of units identified as primarily accountable for non-compliance with certain requirements.
Submission of Required Forms
To facilitate the process, all Regional Office (RO) Performance Management Teams (PMTs) are directed to consolidate and validate Form 1.0 from their respective Schools Division Offices (SDOs) and schools.

Coverage of Personnel
The memorandum defines school-based personnel to include all teaching, related-teaching, and non-teaching staff assigned or reassigned in schools and community learning centers (CLCs). This coverage also includes Alternative Learning System (ALS) teachers, District ALS Coordinators (DALSCs), and school-based administrative, medical, and finance personnel, even if their plantilla is lodged in the SDO.
Personnel assigned in DepEd offices (Central, Regional, or SDOs) performing functions directly related to teaching and learning processes are classified as non-school-based and should be listed in the Form 1.0 of the office where they report most frequently.
Rating and Eligibility Requirements
In accordance with DepEd Order No. 022, s. 2023, the rating period for school-based personnel covers August 1, 2023 to July 31, 2024, while that of non-school-based personnel covers January to December 2023.
To qualify for the FY 2023 PBB, employees must meet the following conditions as outlined in AO25 IATF Memorandum Circular No. 2023-1:

Attained at least a “Very Satisfactory” rating in RPMS/IPCRF/OPCRF/CESPES forms within the prescribed period;

Submitted the Statement of Assets, Liabilities, and Net Worth (SALN) for FY 2022;

Have no unliquidated cash advances within the reglementary period;

Have no administrative or criminal conviction with final executory judgment in FY 2022; and
-
Rendered at least nine (9) months of service during the fiscal year. Personnel with less than nine (9) but at least three (3) months of service shall receive the bonus on a pro-rata basis.
