During the 2026 budget plenary hearing, the Department of Budget and Management (DBM) confirmed an important development regarding the long-awaited Performance-Based Bonus (PBB) for Department of Education (DepEd) public school teachers.
In response to the inquiry of ACT Teachers Partylist Rep. Antonio Tinio, DBM stated that the Technical Working Group (TWG) on Executive Order 61 is set to convene on September 30, 2025. In this meeting, the TWG will formally issue a resolution declaring DepEd as eligible for the 2023 PBB.
Next Steps in the Process
Once the resolution is released, the next procedural steps will follow:
- The issuance of the Special Allotment Release Order (SARO) and the Notice of Cash Allocation (NCA).
- According to DBM, these are expected to be released within one month after the TWG resolution.
This timeline brings the teaching community closer to finally receiving the long-delayed 2023 bonus.
Call for Vigilance
While this confirmation is a significant step forward, it is crucial for teachers, unions, and advocates to remain vigilant. Ensuring the timely release of the SARO and NCA—and ultimately the actual distribution of the bonuses—requires continued monitoring and pressure on the agencies involved.
