Teachers’ 2023 PBB Finally Approved for Release

MANILA, Philippines — House Deputy Minority Leader and ACT Teachers Representative Antonio Tinio has called on government agencies to expedite the release of the long-awaited 2023 Performance-Based Bonus (PBB) for Department of Education (DepEd) teachers.

During his interpellation of the Development Budget Coordination Committee (DBCC), Tinio confirmed that Department of Budget and Management (DBM) Secretary Amenah Pangandaman assured lawmakers that the PBB for DepEd personnel, based on their 2023 performance, will be released in 2025.

The confirmation was welcomed by teachers’ groups and progressive legislators, who have been consistently advocating for the immediate distribution of the bonuses.

“Nagbunga ang walang humpay na pagtutok natin at ng mga guro sa loob at labas ng Kongreso. Positibo ang naging desisyon sa apela kaya matutuloy na ang pagbibigay ng 2023 PBB sa mga guro at kawani ng DepEd,” Tinio said.

Call for Swift Implementation

While the DBM has already approved the release, Tinio stressed that the process remains incomplete as other government agencies still need to sign off on the implementation. This, he warned, could cause further delays in delivering the long-overdue financial support.

“We urge all concerned agencies to expedite the processing and release of this bonus. Our teachers and government employees have been waiting far too long for what is rightfully theirs. They need this financial assistance now, especially given the continued rise in the cost of living,” he added.

Recognition of Teachers’ Sacrifice

Tinio underscored that the PBB is more than just financial aid—it is recognition of the dedication and hard work of public school teachers and government employees, many of whom continue to serve under difficult working conditions and with limited compensation.

“This victory is a testament to the power of collective action and sustained advocacy. We will continue to monitor the implementation to ensure that every qualified government employee receives their due bonus without further delay,” Tinio said.

Broader Implications

The release of the 2023 PBB will benefit thousands of DepEd teachers and non-teaching staff across the country. Advocates stress that timely distribution of bonuses not only uplifts the morale of educators but also affirms the government’s commitment to valuing public servants.

Tinio vowed that ACT Teachers and allied groups would continue to press for both immediate relief and long-term reforms to improve teachers’ welfare.
