GOOD NEWS on Teachers' Medical Allowance 2025; IRR Now in Final Review

The Department of Education (DepEd) has responded positively to the request of the Teachers' Dignity Coalition (TDC) for a formal dialogue concerning the long-awaited Medical Allowance for teachers and personnel.

In an official letter dated June 5, 2025, DepEd confirmed that the Implementing Rules and Regulations (IRR) for the grant of Medical Allowance is now in its final stage of review. This development follows the issuance of Department of Budget and Management (DBM) Circular No. 2024-6, which provides the policy framework for the allowance.

"DepEd is already in the final stage of review of the IRR on the grant of Medical Allowance in accordance with DBM Circular No. 2024-6," said Undersecretary Wilfredo E. Cabral in the letter addressed to TDC.

In addition, DepEd expressed its willingness to hold a dialogue with TDC representatives to discuss the IRR provisions and other issues concerning teacher welfare. The Employee Welfare Division (EWD) will take charge of coordinating the details and scheduling of the meeting.

The Teachers' Dignity Coalition had earlier requested a dialogue through a letter sent on May 30, 2025, aiming to clarify the status and timeline of the promised benefit for educators and support personnel.

This update offers renewed hope for teaching and non-teaching personnel who have long awaited the implementation of the medical assistance program.

TDC welcomed the response and expressed readiness to engage in the dialogue to ensure that the concerns of public school teachers are heard and addressed.

“We appreciate DepEd’s positive response, and we look forward to a meaningful discussion that will lead to concrete benefits for our teachers,” said a TDC representative.

The release of the IRR and the implementation of the Medical Allowance are expected to significantly contribute to the overall well-being of educators—an essential step in strengthening the support system for the country’s teaching workforce.
