Manila, Philippines – June 5, 2025 — In line with President Ferdinand R. Marcos Jr.’s directive to expand internet connectivity across the country, particularly in remote and underserved areas, the Department of Information and Communications Technology (DICT) is set to launch the Bayanihan SIM project — a major initiative aimed at providing free internet access to teachers and students in Geographically Isolated and Disadvantaged Areas (GIDAs).
DICT Undersecretary Paul Joseph Mercado announced during a Malacañang press briefing on Wednesday that around one million SIM cards with monthly data allocations of 25GB will be distributed free of charge to education sector beneficiaries in targeted regions.
“This project focuses on building digital infrastructure in GIDA areas using cell towers,” Mercado said. “Our goal is to connect as many people as possible, starting with those in the education sector.”
The initiative, rolled out in partnership with the National Economic and Development Authority (NEDA), forms part of a three-year plan to bridge the digital divide in far-flung communities. The DICT will spearhead the construction of telecommunications infrastructure in areas previously deemed unprofitable by private telcos.
“Telcos are often hesitant to invest in isolated areas due to low financial returns,” Mercado explained. “By establishing infrastructure first, the DICT aims to demonstrate the viability of these areas and attract mobile network operators.”
The list of targeted GIDA locations will be identified in coordination with NEDA and will be made available on the DICT website. Distribution of the SIM cards is scheduled to begin between the end of the second quarter and the start of the third quarter of 2025. Terms of reference and distribution guidelines for the project have already been finalized.
