Salceda Proposes Bill to Extend PRC License Validity to 5 or 10 Years


LIGAO CITY — Incoming Congressman Raymond Adrian Salceda will file the Professional License Rationalization and CPD Access Act, aiming to reduce red tape and cut costs in renewing licenses issued by the Professional Regulation Commission (PRC).

The bill proposes extending PRC license validity from 3 years to either 5 or 10 years, depending on the profession:
  • Dynamic professions (e.g., health, IT): renewal every 5 years
  • Established professions (e.g., teachers, librarians): renewal every 10 years

Salceda said current rules are unfair and burdensome: “Not all professions change rapidly. One size doesn’t fit all.”

The proposal also mandates free or subsidized CPD (Continuing Professional Development) for public servants like DepEd teachers, government nurses, and police officers.

Currently, a professional may spend up to ₱15,000 over 10 years for CPD and renewals. Under the bill, this could drop to under ₱2,000.

Inspired by international practices, the bill also introduces a mandatory ethics review every 5 years to ensure professional integrity.

Salceda plans to submit the bill at the start of the 20th Congress.
