Spiral Progression No Longer Mandatory Under New Education Law

A significant education reform has officially become law, giving the Department of Education greater flexibility in determining how the K to 12 curriculum should be organized and delivered to Filipino learners.

Republic Act No. 12322, enacted on August 2, 2026, amends the Enhanced Basic Education Act of 2013 by removing the strict legal requirement to use the spiral progression approach throughout the basic education curriculum. The new law allows DepEd to select and implement teaching and curriculum approaches that are most appropriate for learners, schools, and different educational contexts.

Under the original provision of Republic Act No. 10533, the enhanced basic education curriculum was required to use the spiral progression approach. This method introduces important concepts at an early grade level and revisits them in succeeding years with increasing complexity. It was intended to help learners gradually develop mastery of knowledge and skills.

However, Republic Act No. 12322 makes the use of spiral progression optional rather than mandatory.

Spiral Progression Is Not Being Abolished

The new law does not completely remove or prohibit the spiral progression approach. DepEd, schools, and teachers may continue using it whenever it is considered suitable and effective for their learners.

What the law removes is the legal obligation to apply the approach across the curriculum. This gives education officials greater room to adopt other evidence-based, context-sensitive, and subject-appropriate approaches when these are more effective in helping students understand and master their lessons.

During the legislative deliberations, proponents emphasized that the reform was not intended to declare spiral progression ineffective in every situation. Instead, it was designed to prevent the law from prescribing a single approach for all subjects, grade levels, schools, and learners.

Greater Trust in DepEd, Schools, and Teachers

The passage of Republic Act No. 12322 recognizes that learners have different needs and that schools operate under varying circumstances.

Teaching methods that are effective in one school may not always produce the same results in another. Schools in urban communities, remote areas, Indigenous communities, geographically isolated locations, and Alternative Learning System settings may require different strategies and curriculum arrangements.

By providing greater flexibility, the law gives DepEd the authority to determine which approaches can best address learning gaps, strengthen foundational knowledge, and help students achieve genuine mastery.

It also gives schools and teachers more space to use their professional judgment in delivering lessons. Teachers may apply methods that respond to their learners’ abilities, prior knowledge, learning pace, language, culture, and local context while continuing to follow national learning standards.

Curriculum to Be Reviewed Regularly

Another important provision of Republic Act No. 12322 requires DepEd to conduct a comprehensive review of the basic education curriculum every five years.

The regular review is expected to ensure that the curriculum remains relevant, responsive, research-based, and aligned with the changing needs of Filipino learners and the country. It will also allow DepEd to examine whether existing curriculum approaches are producing the intended learning outcomes and to introduce necessary improvements.

A Step Toward More Responsive Education

The enactment of the curriculum flexibility law represents another important step in improving the quality of Philippine basic education.

Instead of requiring schools to follow a single curriculum sequencing approach, the law provides DepEd with greater authority to determine what works best based on available evidence and actual classroom conditions.

The reform also sends a clear message of trust in teachers and education leaders. Those who work directly with learners are in a strong position to understand the challenges inside classrooms and identify the strategies needed to help students learn effectively.

With the passage of Republic Act No. 12322, the education system moves toward a more flexible, responsive, and learner-centered curriculum—one that gives schools and teachers greater opportunity to choose the most effective ways of ensuring that every Filipino learner truly understands and masters essential knowledge and skills.
