Civilian government personnel covered by Executive Order No. 64, s. 2024 may look forward to the fourth and final tranche of the updated Salary Schedule beginning January 1, 2027.
Under Section 5 of EO No. 64, the salary adjustment was scheduled for implementation in four tranches: January 1, 2024; January 1, 2025; January 1, 2026; and the final tranche on January 1, 2027.
The final tranche will complete the government’s four-year salary adjustment program for civilian personnel. It aims to help government workers cope with the rising cost of living, recognize public service, and support the delivery of quality services to Filipinos.
The updated schedule covers Salary Grades 1 to 33. For example, under the Fourth Tranche Salary Schedule:

For public school teachers, the final-tranche basic monthly salary will depend on their position and salary step. The Teacher I to Teacher VII career line is covered by Salary Grades 11 to 17 under the Expanded Career Progression System. DBM–DepEd Joint Circular No. 1, s. 2025

EO No. 64 covers civilian government personnel in the Executive, Legislative, and Judicial Branches; Constitutional Commissions and other Constitutional Offices; State Universities and Colleges; and covered government-owned and controlled corporations. It applies regardless of whether personnel are regular, casual, contractual, appointive, elective, full-time, or part-time, provided there is an employer-employee relationship.
However, military and uniformed personnel, job order and contract of service workers, consultants, and personnel of GOCCs with separate compensation systems are not covered by the civilian salary schedule. Salary adjustments for local government unit personnel are also subject to separate guidelines and the financial capability of their respective LGUs.
Government employees are advised to wait for the official implementing guidelines and Notices of Salary Adjustment from the Department of Budget and Management and their respective agencies.
