The Summary of Means of Verification (MOVs) for Teacher I–III serves as a practical guide for public school teachers in preparing documentary evidence for their performance evaluation under the Results-based Performance Management System (RPMS) aligned with the Philippine Professional Standards for Teachers (PPST). It outlines the key result areas (KRAs), the corresponding objectives or indicators, and the specific documents that may be submitted as proof of performance.

At the core of the summary is the goal of helping teachers clearly identify what evidence is needed for each performance indicator. For KRA 1: Content Knowledge and Pedagogy, teachers are expected to demonstrate mastery of content and effective teaching strategies across curriculum areas, literacy and numeracy development, and the promotion of critical and creative thinking. The main MOVs for these indicators are the Classroom Observation Tool (COT) Rating Sheet or the Inter-Observer Agreement Form, highlighting the importance of actual teaching practice as observed in the classroom.

Under KRA 2: Learning Environment, the focus shifts to classroom management and learner behavior. Teachers must show that they can establish an environment conducive to learning and manage behavior constructively. Again, the prescribed MOVs are observation-based forms, emphasizing that these competencies are best demonstrated through classroom performance.

For KRA 3: Diversity of Learners, teachers are asked to show how they use differentiated and developmentally appropriate learning experiences. This reflects the need for inclusive and responsive teaching that takes into account the varied backgrounds, abilities, and needs of learners. The same classroom observation documents are used to validate this area.

A wider range of evidence appears in KRA 4: Curriculum and Planning. This KRA covers the planning, management, and implementation of teaching-learning processes, participation in collegial discussions, use of teaching and learning resources including ICT, and the design of assessment strategies. While some indicators still rely on COT forms, others allow teachers to submit alternative MOVs such as proof of attendance in Learning Action Cell (LAC) sessions, learning journals with reflection, and accomplishment reports or minutes of LAC sessions highlighting their contributions. This recognizes both individual classroom practice and professional collaboration.

In KRA 5: Assessment and Reporting, the MOVs become more learner-data driven. For monitoring and evaluating learner progress, teachers may submit documents such as a class record, test result and analysis, remedial and intervention program plan, or a report on remedial and intervention programs. For communicating learners’ progress to stakeholders, acceptable MOVs include corrected test papers with parent signature, meeting documentation, report cards with signature, communication logs, and other annotated records. These documents reflect the teacher’s responsibility not only to assess learners but also to keep parents and stakeholders informed.

The final section shown in the summary is KRA 7: Personal Growth and Professional Development. This area highlights the teacher’s commitment to reflective practice and career development. For applying a learner-centered teaching philosophy, teachers may submit annotated instructional materials such as lesson plans, activity sheets, visual aids, instructional materials, or assessment materials. For setting professional development goals, acceptable MOVs include a certification from the ICT Coordinator or School Head, IPCRF-DP, Mid-year Review Form, or an updated IPCRF-DP.
