The proposed three-term school calendar is a major change in how the school year is organized. It is not just about moving dates around. Its purpose is to improve how time is used in basic education. Instead of having one long school year that is often interrupted by administrative work and school activities, the new system divides the year into clearer and more organized parts.
The main idea of the policy is to protect actual teaching time, lessen unnecessary interruptions, and create a school schedule that is easier to manage for learners, teachers, and schools.
The policy does not change the legal rules for the school year under Republic Act No. 11480. The school year will still have no more than 220 days and must start no earlier than the first Monday of June and no later than the last day of August. What changes is how those days are arranged within the year.
Under the proposal, the school year will be divided into three terms instead of one long continuous cycle. Each term will have three parts: the Opening Block, the Instructional Block, and the End-of-Term Block. Based on the briefer, this setup will begin in School Year 2026–2027. Each term is expected to include around 65 to 69 days of actual teaching and learning activities, not counting weekends and legal holidays.
The reorganization of the Budget of Work (BOW) from Kindergarten to Grade 12 is one of the key supports for the proposed three-term school calendar. Since the school year will now be divided into three terms, the BOW must also be adjusted so that learning competencies, lessons, and classroom activities are distributed more evenly across the year. This means schools and teachers will have a clearer guide on what to teach within each term, helping them match instruction with the new calendar structure. Instead of compressing lessons or making frequent adjustments due to interruptions, the reorganized BOW is intended to support more realistic pacing and better use of instructional time.
For teachers, the updated BOW can make planning, delivery of lessons, and assessment more manageable from Kindergarten to Grade 12. It allows learning standards to be sequenced in a way that fits the Opening Block, the Instructional Block, and the End-of-Term Block of every term. This can also help ensure that essential competencies are covered on time while giving enough room for remediation, enrichment, and assessment. In effect, the reorganized BOW serves as the curriculum guide that aligns classroom instruction with the three-term calendar, making the reform more practical and easier to implement across all grade levels.
