The Alliance of Concerned Teachers (ACT) has formally submitted a request to the Office of the President urging the immediate release of long-overdue benefits for public school teachers, education support personnel, and other government employees. Included in their appeal are the Performance-Based Bonus (PBB) for 2023, the Productivity Enhancement Incentive (PEI) for 2025, and the Service Recognition Incentive (SRI) for 2025 amounting to no less than ₱20,000.
According to ACT, these incentives are not mere financial add-ons but legally mandated benefits that recognize the essential role of educators in sustaining the country’s public education system. The group stressed that delays in the release of these incentives—particularly the PBB, which has repeatedly been issued late—cause significant financial strain on teachers who already contend with rising living costs and limited income.
Why the Immediate Release of Benefits Matters
ACT emphasized that timely incentives are critical for the well-being of teachers and government employees. With the continued increase in prices of basic goods, housing, transportation, and utilities, many teachers struggle to make ends meet. Some resort to loans or additional part-time work just to support their families.
“Every day of delay adds to the financial burden of our education workers. These are not privileges—they are rightful benefits,” ACT underscored in their statement.
Renewed Push for Meaningful Salary Upgrades
Beyond the immediate incentives, ACT reiterated their long-standing call for significant salary increases that reflect the dignity and importance of public service. Their renewed proposal includes:
- ₱50,000 entry-level salary for public school teachers
- ₱36,000 salary for employees in Salary Grade 1 positions
