Press Update: Status of PEI 2025 and Other Employee Incentives


On December 12, 2025, the TDC sent a follow-up communication to DBM Officer-in-Charge Rolando Toledo seeking updates on the Performance Enhancement Incentive (PEI) for FY 2025, as well as the Service Recognition Incentive (SRI) 2025 and the Performance-Based Bonus (PBB) or its substitute for FY 2024. The letter followed an earlier request submitted on December 1, 2025.

While the TDC acknowledges that the PEI and PBB have been suspended since June 2024, alongside the transition from RPMS to PMES, it emphasized the need for clear and official guidance on the PEI, given its importance to government employees.

Although no formal written reply has yet been issued, DBM transmitted an official signed copy of Administrative Order No. 40 on the afternoon of December 12, bearing the same date as AO No. 27 for the SRI 2024. The TDC continues to await the Office of the President’s decision on the PEI 2025 and the new policy on the PBB 2024 or its alternative.

The TDC thanks DBM for its continued responsiveness, reflecting the legacy of openness and engagement fostered under former Secretary Amenah Pangandaman.
