PBB 2023 Latest Updates (DepEd Personnel)

Teacher-leaders from the Teachers’ Dignity Coalition (TDC) met with officials of the Department of Budget and Management (DBM) on July 3, 2025 at the DBM Main Office in Manila. The meeting was led by DBM Assistant Secretary Leonido “Bodie” Pulido III and focused on important issues affecting public school teachers.

The main topic discussed was the Performance-Based Bonus (PBB) for Fiscal Year 2023. DBM explained that the Department of Education (DepEd) was declared ineligible to receive the PBB due to low scores in some performance indicators.

TDC questioned this evaluation, saying that the same standard cannot be used for all because DepEd is a very large agency with different roles and responsibilities. They stressed that classroom teachers, who often receive high ratings in their RPMS (Results-based Performance Management System), still deserve the PBB.

TDC also pointed out that the current system of linking the PBB to the RPMS creates too much paperwork and pressure, causing stress instead of motivating teachers.

In response, DBM acknowledged the teachers’ concerns. They assured TDC that they would review DepEd’s appeal. DBM also shared that out of 146 agencies initially found ineligible for the PBB, some have already been reconsidered. DepEd’s case is set to be reviewed in the next batch.

TDC remains hopeful that through continued dialogue, public school teachers will soon receive the benefits they have worked hard for.
