July 23, 2025 – Manila, Philippines — In response to the widespread cancellation of classes caused by recent heavy monsoon rains and flooding, the Department of Education (DepEd) is weighing the implementation of makeup classes to address mounting concerns over learning loss, particularly in core areas such as literacy and mathematics.
Education Secretary Sonny Angara on Tuesday, July 22, stressed the urgency of countering the impact of class disruptions, saying, “There must be makeup classes as the learning loss is really high. Our learners are affected when there are many cancellations.”
While the structure of the proposed sessions is still being finalized, the makeup classes may be scheduled on Saturdays or after regular school hours, depending on the availability and willingness of teachers.
Angara acknowledged the broader learning crisis gripping the country, with low proficiency rates continuing to plague basic education. “It’s quite significant, especially Literacy and Math,” he said, adding that the department is ramping up efforts through the newly launched Academic Recovery and Accessible Learning (ARAL) program.
Mandated under Republic Act 120028, the ARAL initiative is set to begin this school year and aims to offer free, targeted tutorials to an estimated three million students struggling with foundational skills. “The personalized tutorials are very effective so that children who need assistance will be given focus,” Angara explained.
