Government Employees’ Benefits Update
How Much and When Will These Government Employee Benefits Be Released?
Performance-Based Bonus, Year-End Bonus, Cash Gift, PEI, and Service Recognition Incentive
Government employees receive several bonuses and incentives throughout the year. However, not all benefits are automatically released on the same date. Some are regular annual benefits supported by existing laws and budget circulars, while others require separate approval, agency performance validation, or a new authorization from the Office of the President.
Here is the current status of five government employee benefits being monitored for 2026.
1. Performance-Based Bonus for FY 2024
APPROVED, SUBJECT TO VALIDATION
The grant of the Performance-Based Bonus for Fiscal Year 2024 has been approved through Executive Order No. 61 Technical Working Group Resolution No. 2026-1 and Memorandum Circular No. 2026-1.
The amount is not a fixed peso value. It will be computed using the qualified employee’s monthly basic salary as of December 31, 2024 and the final performance score earned by the employee’s agency.
Possible PBB rate: From 45.50% to 65% of the employee’s applicable monthly basic salary, depending on the agency’s final score.

There is currently no single confirmed nationwide payment date for the FY 2024 PBB. Although according to DBM Assistant Secretary Gerald Janda, the validating agencies and technical working group under Executive Order No. 61 will have approximately 60 days to review submitted documents and performance reports, with assessment results expected by September or October 2026. Once agencies receive their final eligibility assessment, they may identify qualified personnel and begin releasing the FY 2024 PBB between October and December 2026.
For DepEd personnel, the final DepEd-wide performance score and the applicable PBB rate should not be considered confirmed until officially announced by DepEd, DBM, or the authorized PBB body.
Important clarification: The 52% rate should not automatically be presented as the confirmed FY 2024 PBB rate for all DepEd personnel. The final amount will depend on DepEd’s validated agency score and each employee’s individual eligibility.
2. Year-End Bonus
CONFIRMED ANNUAL BENEFIT
The Year-End Bonus is equivalent to one month of the qualified employee’s basic salary as of October 31, 2026.
Amount: One month’s basic salary as of October 31, 2026
Expected release: Together with the first agency payroll for November 2026
Under the applicable guidelines, qualified personnel generally must have rendered at least a total or aggregate of four months of service from January 1 to October 31 of the current year and must still be in government service as of October 31.
Actual crediting may still depend on the payroll schedule and internal processing of the agency, school division office, regional office, or other employing government unit.
3. Cash Gift
CONFIRMED ANNUAL BENEFIT
Qualified government employees are entitled to an annual ₱5,000 Cash Gift.
Amount: ₱5,000
Expected release: Together with the Year-End Bonus during the first agency payroll for November 2026
The Cash Gift is separate from the one-month Year-End Bonus. Therefore, a fully qualified employee may receive:
One Month’s Basic Salary + ₱5,000 Cash Gift
The eligibility conditions generally follow those prescribed for the Year-End Bonus.
4. Productivity Enhancement Incentive
STANDING ANNUAL RATE
The Productivity Enhancement Incentive, or PEI, is generally granted at ₱5,000 per qualified government employee.
Amount: ₱5,000
Earliest release: Not earlier than December 15, 2026
To receive the full amount, an employee generally must:
- Still be in government service as of November 30 of the current year; and
- Have rendered at least four months of at least satisfactory service as of November 30.
Personnel with less than four months of service may receive a prorated amount, subject to the applicable guidelines. Employees engaged through job orders, contracts of service, or similar arrangements without an employer-employee relationship are generally excluded.
While the existing DBM circular establishes the ₱5,000 rate for FY 2017 and the years thereafter, agencies may still issue their own processing or payment advisories closer to December.
5. Service Recognition Incentive
NOT YET CONFIRMED FOR FY 2026
As of this update, there is no officially confirmed amount or payment date for an FY 2026 Service Recognition Incentive.
The SRI is not automatically granted every year under a permanent fixed amount. It normally requires a separate presidential authorization and corresponding DBM implementing guidelines.
Current FY 2026 status:
Amount: Not yet confirmed
Release date: Not yet confirmed
Required action: Await a new official authorization and DBM guidelines
The previously announced SRI of up to ₱20,000 applied specifically to FY 2025. Any remaining or additional payment released in 2026 to complete the FY 2025 incentive should not be interpreted as a newly authorized FY 2026 SRI.
Government employees are advised to wait for an official Administrative Order, DBM Budget Circular, or agency memorandum before treating any proposed FY 2026 SRI amount as final.
Important Reminders
The dates indicated above are based on existing government rules and official issuances. They should not always be interpreted as the exact date when the amount will appear in every employee’s payroll account.
Actual crediting may be affected by agency payroll schedules, documentary requirements, employee eligibility, agency validation, fund availability, and the processing time of the concerned regional office, division office, agency finance unit, or servicing bank.
