MANILA, Philippines — The Department of Budget and Management (DBM), in coordination with the Department of Education (DepEd), has announced the approval and forthcoming release of the 2023 Performance-Based Bonus (PBB) for eligible teaching and non-teaching personnel across the country.
The release was made possible following the endorsement of DepEd’s eligibility by the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information, and Reporting Systems (AO25 Task Force). Strongly backed by President Ferdinand “Bongbong” R. Marcos Jr., the decision underscores the government’s recognition of the indispensable role of teachers and education workers in nation-building.
DepEd Earns Highest PBB Rate for 2023
According to the DBM, DepEd obtained an 80-point score in the AO25 performance assessment, making it eligible for the highest PBB rate equivalent to 52% of the monthly basic salary. This represents a notable increase from 45.5% in 2021 and 48.75% in 2022.
For example, a Teacher I with a monthly salary of ₱27,000 is set to receive approximately ₱14,040 in performance-based bonuses for Fiscal Year 2023.
“The approval of the 2023 PBB for DepEd workforce reflects our shared commitment to recognize the hard work and vital contributions of our educators to national development,” said Budget Secretary Amenah F. Pangandaman. “With the strong support of President Ferdinand R. Marcos Jr., we are ensuring that performance and dedication are rewarded accordingly.”
Release and Coordination Process
The DBM will coordinate with DepEd for the issuance of Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs) to ensure the timely disbursement of bonuses. DepEd’s regional and division offices will be notified once funds are available for release.
Angara: “A Testament to Teachers’ Dedication”
DepEd Secretary Sonny Angara expressed gratitude to the DBM and AO25 Task Force for acknowledging the efforts of educators and staff across the country.
“Our teachers and education personnel are the backbone of our nation’s future,” Angara said. “This bonus is a testament to their unwavering dedication. We thank our partners in government for their continued support in uplifting the teaching profession.”
The announcement coincides with the conclusion of National Teachers’ Month, underscoring the administration’s commitment to strengthen teacher welfare and support systems.
Continuing Reforms for Educator Welfare
In a separate World Teachers’ Day message, Secretary Pangandaman highlighted broader reforms aimed at improving teachers’ welfare and professional growth.
“We’ve opened thousands of new teaching and non-teaching positions to ease workloads, doubled your teaching allowance, and created clearer, fairer career paths so that no teacher will retire as Teacher I,” she said.
Pangandaman also noted the provision of medical allowances for all teachers, emphasizing that “your health and well-being matter just as much as the lessons you teach.”
“These are only the first steps,” she added. “We promise to keep listening, keep finding ways to do more, give more, and keep fighting for an education system that truly cares for those who nurture our children.”
A Shared Commitment to Nation-Building
Both the DBM and DepEd reaffirmed their joint pledge to uphold President Marcos’ directive to enhance the dignity and welfare of teachers, recognizing them not only as educators but as crucial pillars in nation-building.
