Senatorial candidate and Makati Mayor Abby Binay is calling for better implementation of the Early Childhood Care and Development (ECCD) Act, emphasizing that quality education must begin at the earliest stages — starting in day care.

Speaking at a press conference in Quezon City with fellow Alyansa para sa Bagong Pilipinas candidates, Binay responded to a Philippine Statistics Authority report revealing that over 18 million junior and senior high school graduates in 2024 are considered functionally illiterate. These students struggle not just with reading and writing, but also with comprehension and real-world application.

“This is exactly why we need to focus on early education,” Binay said. “Day care isn’t just a place for childcare — it should be a structured learning environment with a clear curriculum and trained teachers.”
She urged the Department of Education to prioritize the foundational years of learning, stressing that efforts to catch up in later grades may already be too late.

“If we want our children to truly understand what they read by Grade 3, we have to start in day care, Kindergarten, and Grade 1,” Binay added.
