DepEd Reaffirms “No Collection Policy,” Including Graduation and Moving-Up Ceremonies


The Department of Education (DepEd) has reaffirmed its strict No Collection Policy through DepEd Memorandum No. 41, s. 2024, reminding all public and private elementary and secondary schools to strictly prohibit the collection of fees from learners and teachers.

What the Policy Means

Under the policy, public elementary and secondary schools are prohibited from requiring any form of monetary contribution from learners or teachers. This includes fees for:
  • Enrollment or registration
  • School projects and classroom needs
  • Tickets for school events
  • Graduation or moving-up ceremonies
  • Decorations, certificates, or programs for EOSY rites

The prohibition applies whether the contribution is labeled as “mandatory” or “voluntary” if it is solicited by the school or its personnel.

Graduation and Moving-Up Ceremonies Are Covered

DepEd has specifically clarified that no fees may be collected for End-of-School-Year rites. Expenses for graduation, recognition, or moving-up ceremonies should be charged to the school’s allocated government funds, such as its Maintenance and Other Operating Expenses (MOOE), not to students or parents.

This ensures that no learner is prevented from participating in these important milestones due to financial constraints.

Are There Any Exceptions?

Certain recognized student organizations may collect membership dues, provided these are truly voluntary and authorized under existing regulations. Examples include the Red Cross Philippines, Boy Scouts of the Philippines, and Girl Scouts of the Philippines.

However, these are specific institutional memberships — not general school collections — and must not be tied to grades, privileges, or participation in school activities.

Why This Policy Matters

The No Collection Policy upholds the constitutional principle of free public basic education. It protects families from financial pressure and promotes equal access to schooling, ensuring that no learner is disadvantaged because of inability to pay.

What Parents and Students Should Know
  • Schools cannot deny enrollment, graduation, or participation in activities due to non-payment of fees.
  • Contributions for EOSY rites cannot be required.
  • Any violations may be reported to school division offices or DepEd authorities.
