Manila — Teachers’ Dignity Coalition (TDC) Chairperson Benjo Basas provided the latest updates regarding the long-awaited Performance-Based Enhancement Incentive (PEI) 2025 for public school teachers on Monday, December 15, 2025.
Basas reminded educators that the PEI has been suspended under Executive Order No. 61, series of 2024. The same executive order also ordered the suspension of the Results-Based Performance Management System (RPMS) and the Performance-Based Bonus (PBB) for 2024, directly affecting the release of related incentives.
According to Basas, based on the coalition’s ongoing coordination with the Department of Budget and Management (DBM), the Office of the President has yet to issue a response to DBM’s request seeking approval for the grant of PEI 2025. Despite the absence of formal clearance, Basas highlighted a positive development: the DBM has confirmed that sufficient budget allocation for the PEI is already available.
Another encouraging sign, Basas noted, is that several Schools Division Offices (SDOs) have proceeded with releasing the PEI 2025 to their employees, even in the absence of an explicit authorizing basis. This development, he said, reflects optimism within some local offices regarding the eventual approval of the incentive.
Basas expressed confidence that the PEI for 2025 will ultimately be granted. However, he clarified that the release is not expected to happen earlier than December 15, 2025, pending official approval from higher authorities.
He further emphasized that the TDC has submitted another formal inquiry to the DBM and is awaiting a response. The coalition remains hopeful that the Office of the President will issue a favorable decision that will allow the full and lawful release of the PEI to teachers nationwide.
The TDC assured educators that it will continue to monitor developments closely and provide timely updates as soon as official guidance is released by the concerned government agencies.
